Can cats eat raw fish?
No — despite the cartoon image.

Why
Raw fish contains thiaminase (destroys vitamin B1) and can carry parasites and bacteria; a regular raw-fish diet causes neurological problems in cats. Cooked fish as a treat is fine.
What to do instead
Cook it.
Symptoms to watch for
Loss of appetite, wobbliness, seizures with chronic feeding; vomiting from bacteria.
If your cat has eaten raw fish, don't wait for symptoms.
Call your vet, or in the US the ASPCA Animal Poison Control Center (888-426-4435) or Pet Poison Helpline (855-764-7661), 24 hours a day. Have the amount, the time and any packaging ready.
